東アジア研究院(EAI)は12月11日と12日に、「コロナ19以降の安全保障上の課題と対応:気候変動、感染症、経済安全保障、サイバーセキュリティ」と題した国際会議を開催しました。11日の開会式では、ソン・ヨルEAI院長(延世大学教授)による歓迎の辞と、ハ・ヨンソンEAI理事長(ソウル大学名誉教授)による基調講演が行われました。ハ理事長は、21世紀の世界が安全保障、経済、体制、環境、技術、グローバル・ガバナンスの6分野の危機に直面していると診断し、国際政治の主体が各分野で競争と協力を並行して進める共進化構造を構築することで、危機を克服することを提言しました。

my name is uh sonel I am uh president of uh eai uh on behalf of uh eai I would like to welcome uh all of you including uh renowned uh Scholars and uh distinguished guest um and thank you for uh being here uh I am honored and pleased to uh take this opportunity to work with uh distinguished experts uh you know participants and Scholars present today for a two-day conference um especially I would like to uh thank the funer uh for this uh wonderful conference um eai is uh a nonpartisan nonpartisan Think Tank uh primarily
working on foreign policy uh North Korea and Asian democracy cooperation uh among others uh one important research project concerning postco World Order um during uh the covid uh eai U you know has uh you know worked on on you know various uh numbers of uh webinars on uh post uh covid post uh Corona uh World Order uh this is and and this is uh one of U you know that effort uh we have experienced uh the existing International order World Order fracturing uh covid pandemic uh has accelerated that Trends um inequality um
you know within the nation and between the Nations populism nationalism distrust uh in multilateralism international institutions and also um accelerating uh pace of uh the rise of China and us uh China strategic competition uh but at the same time we are witnessing uh the rise of uh emerging security issues um we might see a moment of appeal in that sense uh the pandemic has clearly demonstrated how infectious uh diseases uh climate change climate crisis weapon development facilitated by cryptocurrency theft in cyberspace and
the weaponization of economic interdependence all have transformed uh the landscape of national International Security and subsequently uh the world order uh recent uh public opinion posts uh conducted by E uh have demonstrate uh changes in the perception of threat uh to the public uh two years ago uh during the pandemic um eai uh did the public opinion um post uh and the top the most serious uh threat to you uh the top was pandemic and infectious diseases um that uh was uh 45% of uh the respondents said that that is the most
serious one uh us China competition and confrontation was second 44% um you know close second um and the trade and Tech war is also 44% % and traditional uh threats like nuclear uh you know North Korean nuclear and missile uh development was uh 35% so um among the top four three top three are what we discuss today and tomorrow um this year we did the same survey uh and number is um roughly very similar uh top um is trade and Tech War which is 55% of the respondent said and um very close next is nuclear North Korean
nuclear uh development um which is uh 54% um and climate change this time is 41% which is the third you know security threat so we have seen um quite big changes uh traditional obviously number one is always North Korea that is the core of South Korea's security threat perception but now that perception is increasingly diverse complex and multi-dimensional um so uh in that sense uh we are discussing three of those uh you know top four uh threat perceptions uh that South Korea people have addressed um today and and and tomorrow
uh covid-19 marks a moment of Reckoning for the present era and the future it is a uh like I said a multi-dimensional uh emergency and crisis that required efforts of all many uh disciplines today we have exports from uh many disciplines and the whole of government approach obviously so in this sense uh the study of uh emerging security becomes I mean needs a new new um analytical Frameworks and New Concepts and rigorous research to uh gain accurate insights and craft suitable responses to these evolving
challenges that is coming so uh eai is proud of Hosting uh this International Conference coping with security challenges in the postco uh 19 World um to analyze key issues and challenges in the emerging uh security from uh climate change Health uh economy and uh cyber security I hope that this event uh seeks to chart the future Pathways for Korea and the global Community to um you know tackle the emerging uh crisis I look forward to uh great discussion debate and dialogue thank you very much it is
my pleasure to have a talk on the new perspective of competitive symbios in the age of complex crisis for this conference's timely and importance conferences the Contemporary civilization in the 21st century is now facing six major crisis the first one as complex security crisis as the recent us China Summit meeting in San Francisco shows two big Powers will not easily face off at the state where the US military dominance is still maintained as it is now however this probable that Mutual misjudgment over
the core interests of the US and China May ignite military classes in the hotspots of the Indo Pacific region moreover the US government has speculated that us China military power in 2050 could become much more competitive this led the US to renew and amplify amplify its Armed Forces under the integrate deterrent strategy through utilizing conventional nuclear and AI weapon systems across complex domains of traditional cyber and outer spaces while working with allies and partners the PLC also pledges to modernize the people's
Liberation Army by 2035 to make them the world's most invin Invincible Armed Forces by 2050 2050 if by any chance us China rivalry becomes by the mid 21st century this will heighten the risk of the Strategic deterioration the second one is the economic de globalization crisis after the end of the colder in 1991 the trend of globalization could continuously increase on the Lal International order however since Global financial crisis in 2008 signs of De globalization began to appear in addition as the the disputes between the

Edge technology has established itself as a Cornerstone following the history of religion politics and economy it paved the way for new opportunities in complex stages simultaneously however the impact of the misev and misuse use of advanced technology such as an artificial general intelligence and super intelligence will lead to a detrimental crisis that will accelerate the end of human civilization specific specifically in four major stages military economy culture and ecology with the recent developments in

and new asent agendas and new performances of competitive symbiosis we do need to com accomplish three major tasks of building the architecture of competitive symbiosis to overcome six critically important crisis that could unfold after the covid-19 first given the increase intricate and diversified circumstances that the world is now facing the global actors in the 21st century should necessarily be constructed as having multi-dimensional and multiphases facet characteristics that affect all spheres of global concerns
however the current US Standard of compet competition without catastrophe and China's new type of international relations do not deviate remarkably from the state Centric concept of modern international order the deepening us China strategy competition is not just a matter of survival between the two superpowers but a matter of survival for the entire planet in this regard all related parties must converge to effectively grapple with the cascaded challenges by coming up with possible alternatives for
instance the issue concerning North Korea's denuclearization of also demands for complex efforts by relevant actors to impose economic sanctions apply military deterrence and globally guarantee National Security and economic development of North Korea in return for the nuclearization in the case of covid-19 pandemic although there a new question that none NE liberal globalization revealed a series of contradictions and flaws in the process of devising treatments to help the immune system to fight
