김영호 통일부 장관은 지난 8월 한미일 캠프 데이비드 정상회담에서 발표된 “자유롭고 평화로운 통일 한반도” 구상의 내용과 이를 달성하기 위한 통일부의 이니셔티브를 설명합니다. 김 장관은 핵 개발이 북한에게 전혀 도움이 되지 않는다는 점을 스스로 인지하도록 하기 위한 노력을 기울이며 동시에 전제조건 없는 대화에 언제나 열려있다는 입장을 일관되게 발신함으로써, 자유민주적 가치에 기반한 통일 환경을 조성하기 위해 노력할 것이라고 강조합니다. 또한 북한 주민의 자유와 인권 보장에 대한 국제적 인식과 공감대를 제고하고, 국내외 전문가들 및 유관기관과의 협력 방안을 모색하고 있다고 설명합니다. 아울러 앞으로 통일부는 북한의 완전한 비핵화, 인권 개선, 통일 외교, 그리고 탈북민 지원 등의 과제에 중점을 두고 대북 정책을 추진할 것이라고 밝힙니다.

welcome to the global North Korea uh my name is sonel I am the President of the East Asia Institute which runs this program um it is uh a distinct honor uh for me to uh host uh this uh conversation with uh minister of uh unification uh kimyo um thank you Minister for being here uh thank you for inviting me to to explain un government North Korea policies I appreciate great effort by East Asian Institute uh in each Global North Korean program I hope East Asia Institute continue to make effort to promote North
Korean issues and North Korean humanise programs thank you very much as you uh know uh Minister Kim uh is also uh Professor Kim is a a leading expert in international relations in Korea before joining the government 100 days ago uh so it's going to be a very rich and uh thoughtful conversation uh let me begin with uh the Kemp davit uh Summit uh in that Summit uh three leaders from Korea Japan and the United States uh adopted three documents namely a spirit of Kemp David uh Kemp David principles uh and
commitment to consult uh these documents address uh number one reaffirmation of uh goal of complete denuclearization of North Korea condemnation of North Korea's conventional military actions such as m es uh and Joint responses to illicit cyber activities uh and resumption of dialogue without preconditions uh and finally efforts to promote uh human rights within North Korea uh with this uh would you tell us your assessment uh of these documents and particularly pertaining to the ministry of reification before uh we discuss uh the
Maj content of the agreement at Camp David I want to emphasize one of the main characteristics of Yung government uh foreign uh policy approach is a value based approach this approach is also reflected in its principled North Korea policies uh the republ Korea and the United States and Japan shares common values such as Freedom democracy and human rights they share the values uh laid the foundation for the agreement at Camp David uh to Der nor Korean nuclear and missile uh uh threat as you mentioned
this document will contribute to maintaining peace and stability on the Korean peninsula as well as uh uh in the East Asian uh region North Korea's nuclear and missile threat continue to increase with each uh missile uh provocations and the prep preparations for seventh nuclear test at the uh Pung so the three readers we to uh strengthen deterrence measures against against the North Korean uh threat in addition to strengthening deterrence uh measures the three countries decided uh to sell North Korea's missile
information on a real time basis uh three countries uh decided to conduct a tri lateral Naval exercises uh to cope with the North Korea's uh submarine uh uh operations uh with uh this strengthen deterrence measures three leaders offered North Korea to come to the nuclear negotiation tables without a prec conditions and and another important agenda at Camp David was uh North Korean human rights issue three leaders agreed to have high level consultations uh to promote the issue the leaders also confirmed their
commitment uh to find immediate solution for abductees detainees and the prison of Korean War uh when I appointed the minister of uh unification I decided uh to establish a special task force to deal with uh uh this uh issue so we uh make great effort to solve this issue after camp David uh agreement was uh reached and also regarding unification issue three leaders agree to pursue a new vision for free and peaceful unified Korea in the past uh United States and R leaders adopted a declaration that the future Korean
unification must be based on liberal democracy and market economy at this Camp David uh Summit meeting Japan joined the United States in supporting for a new vision uh for free and uh a peaceful unified uh Korea uh with the adoption is the this new vision uh unification diplomacy of the ministry will gain uh momentum so unification ministry will continue to achieve uh the goal of peaceful unification in line with uh Camp David agreement absolent uh you you start from uh un government foreign policy that uh
you characterize as value based uh you know foreign policy and in that regard uh you come down to uh you know North Korean issues particularly uh detering uh North Korean attempts to develop uh weapons um and uh you mentioned uh human right issues uh which is increasingly important uh as the government emphasize and third uh you mentioned uh unification Vision which uh has been agreed uh by United States and Japan to uh and uh you know unification diplomacy will be you know leveraged in that in that way so that is a very good
start my second question is uh is about audacious uh initiative the recent uh cemp David Summit focused intensively on the measures to deter North Korean nuclear threat and then uh dissuade uh nuclear development through sanctions and pressure which is among the Y government's 3D uh North Korean uh policy could you uh explain continuity and change between audacious initiative that came out last year and this uh Camp DAV that uh that came out in August president proposed the audacious initiative in his famous uh National
Liberation Day speech in August 2022 uh this initiative will improve North Korea's economy and its people's livelihood in stages if North Korea give up its nuclear weapons program and returns to the nuclear negotiation table however North Korea does not want to give up each nuclear programs under these circumstances it is very important uh to strengthen a combined deterrence measures against North Korea's nuclear and missile threat in addition to deterrence uh three country needed to work together to dissuade
North Korea uh from developing its nuclear program for North Korea uh to develop its nuclear program they need uh uh funding and money North Korea uh try to get uh illegal foreign uh currency cyber hacking uh so uh three countries need to create a strategic environment in which North Korea give up each nuclear program and return to dialogue by uh strengthening uh sanctions against uh uh the North Korea so uh this audacious initiative take a holistic approach of ofch achieving North Korea's denuclearization coordinated
trilateral cooperation is essential in the process of implementing this audacious uh initiative based on 3D strategies it's why three leaders at Camp David agreed to support president yun's 's initiative uh so in that uh regard uh we uh look more closely uh at North Korea North Korea uh currently pursues uh frontal breakthrough strategy um and refuse to engage a dialogue U focus on you know increasing nuclear capabilities um constitutionalize uh nuclear for Force building policy you know continue anti-
American front as demonstrated by recent Russia North Korea Summit and support for Hamas uh and aim to make its status as a nuclear arm State irreversible uh so given uh this situation which is really challenging to audacious uh initiative what effort do you think are needed um and in of from uh South Korea and uh International Community to achieve this very difficult task of denization and first of all it is uh crucial to make North Korea understand that uh each nuclear development will not yield anything beneficial to North Korea
it is important to make it clear that International Community cannot recognize North Korea as a nuclear State North Korea is trying to take advantage of unstable International environment as you just mentioned Kim jangan held a summit with Putin and North Korea has provided artillery sales to Russia and in return try to get Technologies for military surveillance satellite uh so International Community needs to work together to prevent Uh Russian North Korean military corporation from further destabilizing uh the Korean uh
Peninsula un Security Council and International Community put sanctions against uh North Korea to deceive from developing nuclear and missile programs however China and Russia sanctions against uh North Korea uh they are also very reluctant uh to put new sanctions against uh North Korea when North Korea violated un sanctions so we need to find a way to make China and Russia play a more responsible and constructive role in implementing un Security Council resolutions as you mentioned before uh North Korean uh human right issue
humanitarian conditions uh are becoming an increasingly important issue and uh you told us that uh basic principles and philosophy of this government's foreign policy is valuated so uh in that regard uh South Korean governments uh put special attention humanitarian and human right issues and that is also uh addressed in the camp Camp principle so uh how is uh the ministry of uh unification advancing uh cooperation with International Community uh to improve those Korean humanitarian conditions government approach to
addressing human rights issues in North Korea uh is based on universal human values a free and peaceful unified Korea cannot be realized if freedom and human rights are not guaranteed for North Koreans we we needed to gain a thorough understanding of deteriorating human rights conditions in North Korea the Y government published the human rights report in North Korea in 2023 it is the first governmental level report the report will published on a annual uh basis to disseminate human right conditions in North Korea
the ministry of unification conduct interviews with all North Korean defectors when they enter the resettlement center called Hana one the government will continue to uh disseminate uh this information to gain domestic and international consensus on the seriousness of uh this issue recently we have invited the members of diplomatic mission in Soul to explain the government direction for North Kore human rights and how we will strengthen the cooperation with International Community uh we plan to hold such a
meeting on a uh regular basis to improve uh awareness in North Korean human rights uh situations and also the UN government uh is working closely with United Nations uh the UN government uh this year co-sponsored the UN resolutions on North Korean human uh rights and the government is supporting and working together with domestic and international human rights NGS uh the ministry of unification hold Korea global forum uh to discuss and promote North Korean human rights with distinguished Scholars and activist
around uh the world and the Yun government has initiated the establishment of the national noran human rights Center uh the budget for this Center has been secured with help of National Assembly the center will play an important role for promoting North Korean human rights uh uh issue uh finally uh uh I want to make that uh the government is pursuing humanitarian assistance to North Korea regardless of political and Military uh situations so uh human humanitarian assistance to North Korea cannot be separated uh from
promoting North Kore human uh situations uh thank you very much U now uh let's turn to uh unification issue you uh mentioned uh unified Korean Peninsula that is free and peace could you tell us a bit more about that vision and um are you taking steps uh to realize uh those Visions yes a vision for a free and peaceful unified Korea uh secur support from United States and Japan at the historic Camp David Summit as you mentioned uh we will promote this Vision on occasions of bilateral and multilateral Summit in the future to
gain support from International Community uh Ministry of unification will do the same through International dialogues and meetings with diplomatic missions in uh Soul as more countries throughout the world support our new vision uh for free unified Korea a more favorable environment will be created for the peaceful unification based on the principles of Freedom democracy and human uh rights so the ministry of unification will continue to make great effort uh to achieve the goal of peaceful unification by promoting a new
vision uh for unification uh we are um almost closing this dialogue uh I understand I understand that the last week um was uh your uh 100 days in office um can you Reflections on those 100 days and also your future plans as Minister uh maybe you can uh give us some uh specific areas you really want to uh move forward yes after my appointment as minister of unification organizational changes has been made to co four main task number one we continue to make great effort to achieve the goal of a complete
verifiable irreversible dismantlement of of North Korea's nuclear programs so the UN government proposed the audacious initiative to North Korea we urge North Korea to return to the nuclear negotiation favors second uh we will come up with diverse measures to promote North Korean human rights issue the ministry of unification will announce the human rights road map for North Korea at the end of this year with this uh road map the ministry will work together with domestic and international human right
ngos third uh we will make diplomatic effort to secure support for a new vision for a free and peaceful unified Korea uh the ministry will make systematic preparations to achieve this Vision on the governmental level uh finally uh we will help North Kore Ian defectors settled down in South Korea in December this year the ministry will hold the job fair for the North Korean defectors for the uh first time uh this job fair will have North Koreans uh to find a way to secure a distant the job uh the ministry of unification will be
dedicated to realizing the Mandate of constitution of Republic of Korea uh which is uh a peaceful unification based on the principles of freedom and democracy and human rights I ask for your interest in and support for for the policies and the activities of the ministry of unification thank you for uh the great conversation um I'm sure that the audience uh around the world uh really enjoyed it um and also thank you for your service to the nation um and uh once again uh it is uh it is an honor uh
