第20回 EAI 地球ネット21フォーラム：ロバート・ジョセフ元米国務次官補 討論ハイライト

EAIは3月28日（月）、ロバート・ジョセフ大使を招き、「世界の核不拡散体制と朝鮮半島の非核化の意味」をテーマに第20回EAI地球ネット21フォーラムを開催いたしました。ロバート・ジョセフ大使は、最近まで米国務省軍縮・国際安全保障担当次官補を務め、2001年から2004年まで国家安全保障会議（NSC）で拡散戦略、核不拡散、そして本土防衛のための大統領特別顧問および首席補佐官を歴任した、軍縮・不拡散問題の専門家です。

講演後に行われた討論の主な内容は以下の通りです。

The Six-Party Talks, Libya Case and Changing North Korea's Strategic Calculus

It could be argued that the Libyan example would actually make it far more difficult in persuading North Korea to give up its nuclear program. Robert Joseph explained that it is important for the international community to change Pyongyang’s strategic calculus regarding its nuclear program.

Amb. Joseph presented how crucial the U.S. nuclear deterrence efforts in the region are. Then he emphasized that while diplomacy was important, it must be accompanied by the full range of the U.S. instruments of power to place maximum pressure on North Korea.
