Perception of Security and Public Opinion on Nuclear Possession Following North Korea's Rocket Launch

North Korea's rocket launch has little impact on security situation perception

32.8% feel the Korean Peninsula security situation is unstable, only 3.4 percentage points higher than in March

62.7% believe South Korea should possess nuclear weapons, up 12 percentage points since 2005

Following North Korea's rocket launch on April 5th, our government appears to be preoccupied with formulating countermeasures. The primary focus seems to be on full participation in the 'Proliferation Security Initiative' (PSI) and strengthening missile defense capabilities (MD). Additionally, there are calls for extending missile ranges. Contrary to the government's and media's busy responses, public perception of the security situation remained relatively calm after North Korea's rocket launch. Only 32.8% (6.3% very unstable, 26.5% somewhat unstable) responded that the current overall security situation is unstable, which is only 2.7 percentage points (P) higher than the 30.1% who responded that it is not unstable. Those who answered 'neutral' accounted for 36.4%, and 'don't know/no response' was 0.8%.

Compared to the results of the Public Opinion Barometer survey conducted in March, there was a slight increase in responses indicating instability, but it cannot be described as a significant change. In the March survey, 29.4% responded that the 'security situation is unstable,' while 34.4% responded that it is 'not unstable.' The proportion of neutral responses was 35.6%, and 'don't know/no response' was 0.6%. In the April survey, the proportion of 'unstable' responses only increased by 3.4 percentage points, while the proportion of 'not unstable' responses decreased by 4.3 percentage points. Consequently, despite the significant risk posed by North Korea's rocket launch, the public remained calm. [Figure 1]

To further examine our citizens' perception of the overall security situation, an analysis was conducted based on gender, age, region of residence, and ideological orientation. First, women expressed higher anxiety than men. Among women, 35.1% responded that they felt unstable, while 26.7% responded that they did not feel unstable. 'Neutral' and 'don't know/no response' accounted for 37.3% and 0.9%, respectively. In contrast, among men, 30.4% felt unstable, and 33.5% did not feel unstable. 'Neutral' and 'don't know/no response' accounted for 35.5% and 0.7%, respectively. [Figure 2]

By age group, the proportion of respondents who felt unstable was highest among those aged 19 to 29, and lowest among those aged 50 and above. Looking only at the percentage of those who responded as unstable, it was 38.9% for those aged 19 to 29. It was 32.9% for those in their 30s and 34.2% for those in their 40s. However, only 28.0% of those aged 50 and above responded as unstable. The proportion of respondents who did not feel unstable was inversely proportional to those who felt unstable. Among those aged 19 to 29, the proportion who did not feel unstable was 22.0%. It was 28.3% for those in their 30s and 31.2% for those in their 40s. However, those aged 50 and above showed the highest response rate at 35.2%. [Figure 3]

By region of residence, respondents in the Gwangju/Jeolla region showed the highest level of security anxiety. In contrast, respondents in the Gangwon/Jeju and Daegu/Gyeongbuk regions showed the lowest level of security anxiety. Breaking this down further, the proportion of respondents who felt unstable in the Gwangju/Jeolla region was 42.1%. In Seoul, it was 35.3%, in Busan/Ulsan/Gyeongnam it was 33.0%, and in Gangwon/Jeju and Daegu/Gyeongbuk it was 31.5%. In Incheon/Gyeonggi, it was 29.6%, and in Daejeon/Chungcheong, it was the lowest at 27.7%. Among those who did not feel unstable, Gangwon/Jeju had the highest rate at 38.6%. Following that were Daegu/Gyeongbuk at 37.3%, then Incheon/Gyeonggi (32.6%), Daejeon/Chungcheong (30.5%), Busan/Ulsan/Gyeongnam (29.6%), and Seoul (26.8%). In contrast, only 19.6% of respondents in the Gwangju/Jeolla region answered that they did not feel unstable. [Figure 4]

Comparing security anxiety by ideological orientation, among respondents who identified as progressive, 34.4% felt unstable, and 27.6% did not. The rest were neutral or did not know. Among those who identified as moderate, 30.9% felt unstable, and 27.6% did not. In contrast, among those who identified as conservative, 32.9% felt unstable, showing no significant difference from progressives and moderates, but 36.6% did not feel unstable, which was relatively higher than other groups. While conservatives and older individuals tend to prefer firm responses to North Korea's nuclear and rocket issues and international sanctions, progressives and younger generations tend to be more concerned about international sanctions and pressure.
