Jeon Jae-sung, Director of the EAI National Security Research Center (Professor, Seoul National University), explains that existing international political theories cannot explain the current changes and dynamics of the world order. He predicts that it will be difficult for a polar state, which holds absolute superiority in the international political structure, or a hegemonic state that can bring order to anarchy, to emerge in the future. Furthermore, he explains that the US, while envisioning a “decisive decade” to accumulate national strength and rally the capabilities of its allies to maintain its lead over China for the next ten years, is showing a tendency to pursue rule-based competition rather than outright confrontation with China.

Jeon Jae-sung_Professor of Political Science and International Relations at Seoul National University and Director of the National Security Research Center at the East Asia Institute. He currently serves as an advisor to the Ministry of Unification, the Ministry of Foreign Affairs, the Ministry of National Defense, the Army, and the Navy. He previously served as President of the Korean Association of International Studies (2021), Director of the Institute for Global Social Affairs at Seoul National University, and Vice Director of the Institute for Peace and Unification Studies at Seoul National University. When this lecture was initially planned, there were issues categorized by country and by function. The topic I intend to cover primarily concerns US foreign policy. However, the question we must especially address this time is whether it is right for the US to lead and guide the new world order. It is, after all, the strongest power, possessing immense strength compared to other nations. Last year, President Biden proposed the defense budget for this year, which amounts to nearly 800 to 900 trillion Korean won, a colossal sum and a significant increase, marking the highest figure since the end of the Cold War.

While the US-China strategic competition is considered the most important independent variable in the world order, one might wonder if it is truly that significant. Today, I attended various meetings all day, and the weather was so hot I worried if the Earth would ever cool down. Amidst these increasingly difficult issues, how important are the US or US-China strategic competition, climate change, or the numerous threats we face? At first glance, it seems correct that the US is the strongest nation, and power struggles or strategic competition with the second-strongest nation is a crucial variable. However, we must first consider the significant changes in the world order. This is something I've been thinking about a lot lately. In the past, when we studied international politics, especially 20th-century international politics, as you well know, it was centered on great powers, and the distribution of power determined everything. However, we must fundamentally question whether great power politics still holds the same weight in determining the world order today.

This is how we learned it in textbooks. But does it still hold true? Does great power politics still significantly determine the world order? We must fundamentally ask this question again. While preparing for this lecture, I reread some materials. In 1990, specifically in 1991, after Iraq invaded Kuwait, President George H.W. Bush spoke of a new world order. He declared the end of the Cold War following successful negotiations with Gorbachev, and the Berlin Wall fell on November 9, 1989. Germany's unification was imminent.

On November 9th, as German unification loomed, this speech was given at a time when the United States was striving to establish a unipolar hegemonic system as the world's sole superpower. It was filled with hope, and many terms we use today were present. Most importantly, it discussed a new world order. While the exact phrases "rule-based order" or "no-based order" weren't used, it conveyed that international politics, much like domestic politics, was moving away from a power-based or might-based order towards a rules-based order. Theoretically, this means the organizing principle of international politics is shifting from anarchy to a hierarchical state. General Secretary Gorbachev also fully agreed with this sentiment.

However, the speech also emphasized the need for strong action against Iraq's violation of another nation's sovereignty, which disrupted this new world order. It contained a great deal, I believe. Looking back 32 years later, the current international order has not unfolded this way, has it? Military power remains crucial, and we are facing numerous new challenges that were unimaginable at the time. Most importantly, US leadership over the past 30 years of the post-Cold War era, which was viewed with such hope, has not been successful. Many discuss when US leadership began to falter or become ineffective. It's often cited that after the 9/11 attacks, when his son, President George W. Bush, took office, the war in Afghanistan was acceptable, but the invasion of Iraq in 2003 was problematic. It had significant international legal issues, lacked support from permanent members of the UN Security Council, and was primarily for the United States' own interests.

The fundamental rules of the post-Cold War era, declared as a "no-based order," began to unravel. Consequently, even though many countries criticize Russia's actions in the Ukraine conflict today, they do not necessarily endorse the US and Western support for the war. The Global South, which criticizes the existing liberal order, represented by nations like China and Russia, does not necessarily endorse the Global West either. India is a prime example. You raised a very good question: India, as a "fence-sitting state," is neither West nor East, and while not entirely non-aligned, it represents the Global South's stance. The Ukraine war must be resolved, but there are many other civil wars in the world, such as in Myanmar, Africa, and Yemen, where numerous lives are lost. The Global West, however, pays little attention to these conflicts, often interpreting them as threats to European security order. Therefore, some Global South countries criticize the excessive focus on the Ukraine war.

These criticisms arise from the imbalance in the post-Cold War order and the lack of equitable international order. Thus, while the US is important, its ideas for shaping the world order are not being readily accepted. This suggests that US leadership is not functioning as effectively as one might expect. On one hand, it's regrettable, as perhaps more wisdom could have been applied. Of course, there have been many successful aspects. However, the agency of the United States, its capacity to shape the international order, is gradually becoming more challenging because international politics itself is becoming increasingly complex. I intend to elaborate on this further later.

In this context, there are significant debates surrounding the world order today. As mentioned in the readings you were given, what constitutes international order? Since Hedley Bull, many have discussed this. We typically call it an order when states act according to explicit institutions or implicit rules, engaging in predictable and regular interactions. This implies there must be a foundation for predictable, stable, and rule-based behavior. Although international politics is anarchic, it is not necessarily chaotic; it has always created some form of order. However, the order we have seen in the past, the present, and the future world order are vastly different. Thus, when we try to fit the future international order into the existing theories studied in international politics, parts of it align, but no single theory perfectly explains it. Just as the interwar period's crises were well-explained, leading to the development of realism and utopianism and laying the foundation for international politics, if you can explain the crises of the past 20-30 years and propose a way forward, you could become a theorist of the 21st century. But are there such theorists yet? Who do you think is the theorist who best explains the current 30-year period? Many are attempting this, but no clear figure has emerged. In the US, realism and liberalism still clash. Scholars like John Mearsheimer and Stephen Walt have attempted to explain the past 30 years, but it feels insufficient.

We need to examine the flow of the world order in contrast with US foreign policy. Some argue that the current era is a new Cold War, a bipolar system, or a multipolar system, moving towards a multipolar order. Others claim it's a US-China hegemonic competition, or even a leaderless jungle of chaos, a G0 world. You've likely heard these arguments repeatedly, and each holds a partial truth. However, we need to delve deeper, and this is directly connected to US foreign policy. When we speak of a new Cold War, there must be certain theoretical congruities. A Cold War involves ideological confrontation between distinct blocs. While the Biden administration attempts to divide the world into democracies versus autocracies, this does not form a clear bloc system with distinct ideological criteria like capitalism versus communism or dictatorship. Authoritarianism is a political descriptor. As scholars like Charles Tilly argue, there is a socio-economic-political system that explains the entire society, like capitalism or communism. Is authoritarianism such a system? This becomes quite complex. China still emphasizes the market, exhibiting aspects of market socialism and communism. Authoritarianism, while based on multiparty politics, allows for the exclusive political power of a single party, shaping all political and social systems accordingly. However, it doesn't necessarily define class relations or the overall social system. In this regard, it's not a bloc conflict with ideological confrontation or a clash of societal models to the extent of a Cold War.

Furthermore, a Cold War requires strong cohesion within blocs and significant antagonism between them. This is not the case today. If we consider the US and China as two blocs, the current relationship between South Korea and China is entirely different from the past relationship between South Korea and the Soviet Union. In this sense, there is little antagonism between blocs, and cohesion within blocs is also very weak. Consider the European leaders visiting Beijing recently, such as President Macron negotiating with China, or US Secretary of State Blinken visiting Beijing. These interactions make it difficult to view this as a new Cold War. While the term is used due to its partial explanatory power—highlighting the confrontational nature of the relationship and its cooler tone, and certain parallels with the old Cold War—it is not analytically precise.

This raises the question of whether it can be considered a bipolar system. This is because the US and China stand out prominently. How power is distributed between nations is a major challenge in international politics. If we consider only hard power—military and economic strength—the US is first, and China is second. Determining third place becomes ambiguous. Economically, it could be Japan or Germany; militarily, considering only nuclear capabilities, it could be Russia. This also connects to a multipolar system. So, can it be called a bipolar system? Can it be considered as such? It's plausible because the US and China are so dominant.

It is possible to view it that way. However, my current concern is that a bipolar system requires a "polar state," which is what we call a 'pole.' In international politics, this is depicted as a towering figure, like a magnet, around which other states, like pins, cluster. These states are strong, and other countries associated with them become subordinate. However, the current relationship between the US and Europe, or the US and Japan and South Korea – and a trilateral summit between the US, Japan, and South Korea is imminent – shows that the US is not standing tall enough independently to form a single pole. Considering the US's request for help from South Korea and Taiwan for its semiconductor manufacturing supply chain, it seems awkward to describe it as a single, distinct pole. It's more like a slightly elevated pole. While it might appear bipolar, it's not entirely accurate. The degree of interdependence among developed nations is high, making it difficult to label it a bipolar system. The US is well aware of this. It understands that it can no longer act alone and requires the assistance of other countries, as does China.

Therefore, while the bipolar system explains one aspect, it doesn't encompass the whole picture. As for a multipolar system, as previously discussed, it requires at least three polar states, which is difficult to identify. Thus, a system with three or more poles is unlikely. Consequently, although the US and China hold the most significant power, and there is interdependence with other nations, they have not formed entirely antagonistic and cohesive blocs. The term "hegemonic competition" is frequently used, but it has been criticized for a long time.

Hegemony implies a state capable of providing public goods that bring order to the anarchic international system. We are familiar with the concept of public goods. These are non-excludable and non-rivalrous goods that everyone needs but no one wants to produce at their own expense. International public goods include acting as a lender of last resort for an open, liberal economic order in crisis, or playing the role of a world police force with a powerful military to deter states that disrupt international security, like Iraq did. Therefore, a unipolar system and hegemony are different concepts. Unipolarity means having more power than other states, but hegemony requires a role as an order provider. In today's international politics, there are arguably no states with the power to fulfill a hegemonic role. This is because international problems have become too complex. You must also be thinking this way.

Thus, it is difficult to view this as hegemonic competition. The victor of the US-China competition will not become a hegemonic power. Hegemony can only emerge through alliances of multiple states. The idea of "impossible hegemony for a single nation" has been discussed for a long time, and some theorists in the US believe this. However, it is not readily accepted. They believe that if the US wins the US-China competition, it can once again become a hegemonic power. However, issues like climate change, health crises, non-proliferation, and the regulation of new technologies are too challenging for the US to handle alone. Although they may not be polar states, the US and China likely believe they can become hegemons themselves.

Objectively, this is not the case. This could be called a leadership competition rather than hegemonic competition. Therefore, there will likely be no more state-level hegemonic competitions on Earth. If theories of hegemony or power struggles imply hegemonic competition, then future power struggles may become less likely as international politics itself undergoes transformation. To speak of a G0 world, there must be an implicit agreement among states to return to a might-based order. In 18th and 19th-century European international politics, states agreed to establish a might-based order. However, even a might-based order was not entirely arbitrary; war itself was fought within a certain order. Is this the case now? It is no longer an era where listening to the victor's words after a just war, based on accumulated military strength, is the norm. Today's world is far more regulated, and international law is so intricate that it is more binding than domestic law. Even China and Russia, which the US criticizes, do not entirely disregard the no-based or rules-based order. In fact, President Xi Jinping's statements emphasize international order and the UN. Russia, while in direct violation now, justifies its actions by claiming the US first violated international order. No one is explicitly breaking existing international law to establish a new order, like China's Global Development Initiative or Russia's justifications. They claim to adhere to existing norms. Therefore, it is not heading towards G0. While terms like "jungle" are used to describe the situation, no one is actually heading into the jungle; everyone is adhering to norms.

These are all alternative perspectives from 20th-century international politics. While they explain certain aspects, they do not fully capture the current situation. So, what perspective should we adopt to understand international politics? If order is no longer shaped by great powers or US hegemony, and even if the US were to regain its strength and be able to shape the world order, it could neither be a hegemonic power nor a polar state, and it would still have to adhere to existing norms. In such a scenario, what conceptualization of international politics is important? I don't have the answer either. Therefore, I will now summarize the variables and future prospects we can consider.

The economic interdependence between the US and China will continue, which is becoming a widely accepted proposition. While there are considerable controls, both the US and China are currently seeking an appropriate level of interdependence. As will be discussed later regarding "de-risking," the US and China, having previously engaged in economic interdependence purely based on market logic without geopolitical considerations, have experienced several events, including COVID-19, the Ukraine crisis, and especially US-China strategic competition. This has led them to realize that the market is ultimately linked to war or geopolitical struggles. Geopolitics, in essence, is political struggle—a struggle tied to geography. What is politics? It can be expressed in various ways, such as dividing ourselves from others, a struggle for resource allocation, or defining identity. As the scholar Carl Schmitt stated, politics is about dividing oneself from the enemy. In our daily lives, we don't necessarily categorize people as friend or foe; they might be friends or on bad terms. However, in the realm of politics, especially among groups, when interests conflict, adversarial relationships can form. When the logic of such relationships begins to operate differently from market or other logics, that is international politics, a power relationship. When this relationship is tied to geography, we call it geopolitics, though it is also a complex term. Returning to the point, the logic of the past two to three decades, where the US and China engaged in economic interdependence solely based on market logic without geopolitical considerations, has certainly been broken. However, the continued economic interdependence for mutual benefit is likely to persist. This aligns with the variable that a new Cold War is not coming.

As mentioned earlier, intense competition is underway regarding the extent of interdependence in various sectors. Furthermore, within the US and China blocs, many member states seek to maintain relationships with both. Countries under China's influence also inevitably maintain relationships with liberal states. Non-polar actors are also becoming increasingly important. For instance, within international organizations, both the US and China, in pursuing their national interests, will face numerous proposals. Additionally, the voices of middle powers and smaller states are gaining prominence. This can be referred to as the Global South or the discussion on middle powers. While South Korea's foreign policy discourse on middle powers has been extensively debated, facing criticism for being overly idealistic or lacking practical application, the increasing complexity of economic relations and bloc divisions has significantly amplified the importance of middle and smaller powers.

This is understandable. We all ask ourselves this question: Should our country's foreign policy lean towards the US or China? Even in conversations with friends, we ask this. The effort to establish blocs will intensify. But is that the only answer? Do the US and China themselves believe they can form blocs? Nowadays, many policy papers in the US suggest that forcing this choice is detrimental to US alliance-building efforts. This is because, out of 200 countries, 120 have China as their number one trading partner.

Is it a better version of American hegemony? If the US can garner the consent and cooperation of other nations to create a hegemonic coalition and lead that coalition—which I now refer to as "meta-leadership"—that is a role the US could play. President Obama eloquently expressed this with the phrase "lead from behind." If this is an effort to revive such meta-leadership, it is certainly welcome. However, unlike the past 70 years, during which the US has accomplished much—sometimes for good, sometimes promoting a self-contradictory liberal order while simultaneously desiring coups d'état—as Cold War scholar Odd Westad points out in his book, US interventions have often been non-liberal, numbering around 633 times, though I don't recall the exact figure. The US, while pursuing a liberal international order, cannot always uphold the ideal of liberalism in all its foreign policy actions. In this regard, US leadership over the past 70 years must differ significantly from its future leadership. We have much to say about this. For instance, regarding the North Korean nuclear issue, despite decades of US effort, the US approach to North Korea's existential threat has been insufficient. This is not to say North Korea is blameless; its illicit nuclear development is unacceptable. However, considering the geopolitical context and North Korea's perceived threat, a different US approach might have yielded better results. This is also reflected in the US approach to many global issues.

Moreover, the next decade is crucial. In the National Security Strategy released by the US last October 26th, the term "decisive decade" was used. As you've likely heard, the next ten years are decisive. This doesn't mean engaging in war with China but rather accumulating national power over the next decade to achieve overwhelming superiority in any future conflict with China. This is referred to as "investment" later in the text. The strategy suggests that by investing diligently over the next decade, the US can regain hegemonic power and then gain an advantage over China in the subsequent decade. China also views the next ten years as critical, although expressed differently. The next decade is immensely important due to the convergence of significant security crises. The 24th Party Congress report from China also emphasizes crises and security. For us, the next decade also appears crucial, but whether we are making decisive efforts is another question. As all nations recognize the next ten years as a critical period that will determine the pace of uneven national power development, especially with the convergence of the Fourth Industrial Revolution and US-China strategic competition, intense competition is expected. The idea that this is a short-term hegemonic competition will likely shape future predictions. Furthermore, both the US and China will strive to form blocs. The era of remaining in the middle is over; it's time to quickly choose sides—either the US or China. This sentiment is echoed by many scholars and commentators in both countries. When I frequently meet with US officials, after hearing about South Korea's foreign policy, they want to know whether South Korea is on the US or China's side. This is understandable.

Asking these countries to reduce ties with China and align with the US is, in itself, pressure. Therefore, such a foreign policy approach is unproductive. Instead, it is more effective to acknowledge the existing economic interdependence with China and then identify shared interests with the US. While the US also acknowledges this, there is a domestic discourse in South Korea suggesting that since there is no room between the US and China, and they are engaged in hegemonic competition, we must choose a side. This perspective is overly simplistic, although it is an important discourse. The reality is far more complex. US-China competition is not hegemonic competition, and explaining this in detail is challenging in general terms. However, for those of you who are deeply involved in international politics, while bloc-building efforts will occur, they will likely not be easy. Furthermore, policy conflicts between governments and corporations are certain to increase. In the US, for example, numerous legislative proposals are being made or have been made to restrict direct investment in China and control exports. However, corporations have different priorities. Even if such regulations are enacted, companies find ways to circumvent them or maintain economic ties with China to survive.

In this regard, while some companies naturally accept decoupling from China, others prioritize maintaining their economic ties with China for survival. Therefore, there will inevitably be conflicts between government policies, exemplified by the US government's efforts towards a certain level of decoupling from China, and corporate efforts to maintain economic relations with China. The Global South will become increasingly important, leading to intensified courtship efforts from many developed countries towards these nations. According to OECD projections for 2023, a forecast for GDP rankings in 2060 shows China at first place, India at second, the US at third, Indonesia at fourth, Turkey at fifth, Japan at sixth, Germany at seventh, and Brazil at eighth. Within the top ten, rankings that have historically remained relatively stable since the Peace of Westphalia—dominated mostly by Western European nations—will undergo a revolutionary transformation in the 21st century. Non-Western countries will make significant advances.

This is particularly evident in the military sphere, where geography is becoming increasingly crucial. Consider the growing US and China engagement with Pacific island nations, highlighted by the US-China security agreement discussions with the Solomon Islands. Recalling the Pacific War, the strategic locations from that era are regaining significant importance. Furthermore, access to smaller nations possessing critical minerals is also becoming vital. During the era of US unipolar management of military and economic affairs, the actual importance of third-world countries was less visible. However, as the US and China engage in competition militarily and economically, the significance of middle and smaller powers has tangibly increased. These nations are well aware of this, leading to louder voices and greater input into international politics. This trend is likely to continue. Thus, while we face numerous threats, the US and China are acutely aware that these threats cannot be resolved without their cooperation. They understand that absolute cooperation is not feasible, but they are striving to gain even marginal benefits from relative or absolute losses. For example, in reducing carbon emissions, they aim to reduce less or postpone reductions. In health cooperation, they seek to minimize losses. Cooperation is not being abandoned, but the method of cooperation is determined by realism. This means that cooperation on urgent threats does not necessarily follow a liberal approach.

While extensive research is needed on this topic, it is clear that competition, conflict, and rivalry surrounding the Global South will intensify. Additionally, there are issues of urgent threats. Considering these factors, the future international order will be significantly different based on these variables and future prospects. So, how should we conceptualize the current international politics? From my rudimentary perspective, among the various discourses put forth by scholars today, the concept of a "multi-order world"—although not a perfectly accurate term—is noteworthy. When explaining conflicts between states, the core concepts have traditionally been balance of power and balance of interest. While scholars like Kenneth Waltz argued that states would balance against rising powers to avoid becoming too burdensome, the act of balancing is costly.

This involves increasing military spending and economic accumulation. If that's not feasible, states seek alliances, but alliances can compromise autonomy. Therefore, states often avoid balancing and instead align with whichever side offers greater benefits, regardless of the international power balance. However, in recent times, a balance of values, as discussed by constructivists regarding collective identity and solidarity among democratic states, has also emerged. Thus, the current international politics involves the interplay of these factors. For instance, even among Western nations within the US bloc, economic interests can lead to engagement with China. Germany is a prime example. Germany recently released its National Security Strategy, a first for the country. It includes a section on China, which is ambiguously described as both a partner and a rival. From a balance of power perspective, accepting a China-led international order is difficult due to its authoritarian nature. However, China's market is crucial for Germany's economy, with over 50% of its market share coming from China, as exemplified by Mercedes-Benz's reliance on the Chinese market.

This is a nascent concept that requires further refinement, but it is very interesting. Furthermore, the term "international order" implies relationships between nation-states. We also use "global order," usually encompassing states and non-state actors, and increasingly "planetary order," which includes not only humans but also animals, plants, and Gaia—the Earth itself, especially in the context of environmental crises. The term "world order," however, extends beyond Earth to encompass the universe, including vast spans of time and space. This concept might be relevant if extraterrestrial relations become important in the future. Currently, however, distinguishing between "international" and "global" orders, the importance of non-state actors like corporations and international organizations has grown significantly. Therefore, "global order" might be a more appropriate term. Combining these analytical perspectives, we see how the current order is being formed. The question then becomes: how much can the US contribute to this order? Or, how much does the US believe it can contribute? This is the question we must ask, rather than merely explaining Biden's foreign policy.

In such a scenario, can the permanent members of the UN Security Council—the US, France, and the UK—maintain their positions? It will be very difficult. What will the world look like then? Major powers are already competing fiercely. China, for example, has actively built networks with BRICS nations like Brazil, South Africa, and Indonesia, as well as Belt and Road Initiative (BRI) countries. In contrast, Western nations have made limited efforts in this regard. Moreover, due to their colonial past, many countries still grapple with post-colonial issues in their relationships with former colonizers. South Korea, however, uniquely experienced colonization by a non-Western empire, Japan, which was arguably more oppressive than Western colonialism. Consequently, in Southeast Asian countries and among their officials, while they don't view colonial rule positively, their perspective differs from ours. Some even discuss concepts similar to "colonial modernization" and the development brought by Western nations.

This is the normative question: From the perspective of South Korea and its researchers, what kind of order should we envision? South Korea, geographically, is located next to China, making it part of the Global East. However, we possess a strong Global West identity, symbolized by our white-collar culture and advanced economy. We are a developed nation with a history of colonialism. Nations that became developed after experiencing colonialism, like the US, also share this characteristic. In the 20th-century sense, we can also represent the Global South. Our identity encompasses Global East, West, and South. This gives us an advantage. When we speak of the world order, we can counter arguments like, "You are a developed country; you haven't experienced colonialism," or "You are a colony, not developed." While culturally advanced, our deep understanding of China, spanning 2000 years, prevents us from being ignorant of it. Therefore, we are in a uniquely advantageous position. If we can articulate our vision for a global order, the impact will be far greater than in the past, given the current era of order competition. What kind of answer can we provide? First, there is the content of the liberal international order. While "liberal international order" is a somewhat vague term, it refers to an order that seeks to realize fundamental values cherished by liberalism, such as human rights, the rule of law, and democratic political processes. In the economic sphere, it entails an open economic order; in security, it aims to protect national sovereignty and collective security. Historically, it has manifested as a US-centric alliance system. In terms of values, it promotes the maximum diffusion of democracy. However, if this becomes an artificial expansion of democracy, it risks becoming a nation-building project like those pursued by neoconservatives. Yet, from the perspective of South Korea's growth within the liberal international order, pursuing a liberal international order is natural. It is difficult for South Korea to pursue a non-liberal international order. The challenge lies in the fact that liberalism, in principle, is inherently confrontational with democracy. Liberalism advocates for freedom in all circumstances but acknowledges disparities based on ability. Thus, liberalism can lead to significant inequality. John Rawls, in discussing liberalism, acknowledges that even starting from the "veil of ignorance," inequalities are inevitable due to innate disparities. This can undermine the community. Democracy, on the other hand, discusses equality at the community level. The liberal international order, particularly the neoliberal international order, has inherently tolerated and accepted inequalities between nations, leading to numerous problems. Therefore, we can discuss a liberal democratic international order. This order, regardless of power disparities, allows every nation to voice its opinions. In contrast to permanent members of the UN Security Council, a General Assembly-centric approach, while not perfect, signifies a liberal and democratic international order. Creating global leadership based on the rule of law is crucial.

Germany's energy imports, particularly oil and gas, were over 50% from Russia before the Ukraine war, leading to severe difficulties. The same dependence on China could pose a risk. Therefore, defining the relationship with China requires balancing power and interests, which is extremely challenging. Following the release of Germany's National Security Strategy, many scholars questioned its ambiguity. Similarly, France, while advocating for strategic autonomy, lacks the policy tools to pursue it effectively. European nations are also facing significant difficulties. While no single factor can explain this complexity, states are engaging in a competition of ideas regarding the most advantageous order for themselves. These ideas coalesce into larger clusters, leading to competition over the international order. It is difficult to explain this through a single lens. Instead, states are competing within a broad framework, and this framework cannot be created by a single nation. Therefore, while the US aims to restore the liberal international order, it will be challenging to do so alone. The competition is now centered on which states, sharing power, interests, and values, can construct a more robust order. Thus, the US and China are moving beyond simple power balancing or interest-based persuasion to incorporate values. The US presents a liberal international order encompassing economy, security, and values. Similarly, China offers its Global Security Initiative and Global Development Initiative, followed by the Global Civilization Initiative. While these initiatives are commendable, they lack concrete details. Nevertheless, China is attempting to outline its vision for the world order, focusing on pillars like economy, security, and values. Russia, too, was expected to present such a vision, but its current situation makes this difficult. Middle Eastern countries are also proposing new, post-colonial orders, as outlined in the Flocart paper. This leaves the question: what is South Korea's vision for the future world order? The concept of "interpolarity" is also intriguing. It suggests an era where interdependence between poles is maintained. Hearing the term "interpolarity" after being accustomed to "bipolarity" and "multipolarity" can evoke a sense of epiphany, suggesting a new way of thinking about how poles can interact. Another idea is that poles are not necessarily states; non-state actors can also be poles.
